Kelly Russell, City of Frederick President Pro Tem Board of Aldermen, and Chair of the National Capital Region Transportation Planning Board (TPB) signed a Proclamation at the TPB meeting held virtually on July 22, 2020 and hosted by the Metropolitan Washington Council of Governments (COG).  The Proclamation recognized Tuesday,  September 22, 2020 as Car Free Day in the Washington, DC metropolitan region.
